Federal Impact Aid provides funding in lieu of local property taxes for students who live on Indian lands or other federal property. The district applies each year; the program is an annual application and allotment rather than a competitive grant.
How It Works
The application requires the district to identify where each student lives and the type of property they live on. Property is categorized by type (ANCSA, restricted deed, HUD, federal, or private) and approved as non-taxable by the Bureau of Indian Affairs, the housing authority, or the responsible federal agency. The local tribe certifies that the student lives on that property.
The U.S. Department of Education reviews new properties and the district’s Indian Policies and Procedures. New properties not previously approved may be rejected, and payments may be delayed if documents are not submitted on time.
Indian Policies and Procedures (IPPs)
Federal law (34 CFR 222.94) requires districts that receive Impact Aid for Indian lands to adopt Indian Policies and Procedures and review them each year with tribes and parents. Public review and comment is part of the annual approval process. Comments can be submitted in writing to the Director of Business & Finance, or given to your principal or head teacher to forward.
